Second edition planned for COP32 · Ethiopia, 2027

Purpose

The market report of the Paris Agreement carbon market

The State of the Article 6 Carbon Market is the Article 6 Network’s annual market report: the reference for how much the Paris Agreement carbon market trades, at what price, between whom, and where it is heading. It reads Article 6 as a financial market, the world’s only globally compliant carbon market.

The first edition will launch at COP31 in Türkiye in November 2026. The second edition is planned for COP32 in Ethiopia in 2027, incorporating the Global Survey results. Each edition answers one question for investors, buyers and host governments: is Article 6 investable this year, and what would make it more so?

Context figures from the supplied executive summary, rather than results from the future annual report. Demand is estimated at more than 0.7 Gt a year by 2030, rising to 7.2 Gt by 2050, with an estimated market value of $180bn.

Article 6 has the institutions of a market, but no market report

Capital needs prices, volumes, deals and buyer demand before it commits. The signals of a market going live are already there: designated authorities, bilateral agreements, authorisations, transactions and rules.

The 130 countries with designated authorities are ready to develop, issue and trade Article 6 carbon credits. Companies with SBTi-validated targets are potential project developers, buyers or investors.

Questions the report answers

  • What did ITMOs and Article 6.4 credits trade for, and what premium do corresponding adjustments carry?
  • Who bought, and why: sovereigns, companies, airlines, funds?
  • Which host countries delivered, and which stalled?
  • Which credits qualify for CORSIA and EU 2040 compliance?
  • Where will the next tonnes come from, by region and sector?
