Article 6 Network Global Survey 2027
The first global survey of both sides of the Paris Agreement carbon market: what host countries can supply, and what buyers will buy. Explore the survey design, planned fieldwork and proposed sponsorship packages.
Planned results launch · Article 6 Summit, Bonn · Friday 11 June 2027
Purpose
Policy and finance should follow evidence
Article 6 has many announcements and few public numbers on what countries can actually supply and what buyers will actually buy. The Global Survey asks both sides directly, every year, and publishes the aggregated answers.
Supply survey
The Article 6 authorities (DNAs) of host countries: readiness, pipeline, volumes, sectors, prices and capacity needs.
Demand survey
Sovereign buyers, SBTi-validated companies, airlines and investors: volumes, prices, preferred credits, claims and barriers.
Survey design
Two sides of the market. One shared evidence base.
This is the supplied survey design. Fieldwork is planned for January–May 2027; the questionnaires below are draft questions, rather than an online response form. Population figures are those stated in the supplied document.
- Population
- All Article 6 authorities on the UNFCCC list (130 Parties); sovereign buyers; companies with SBTi-validated targets (12,092); CORSIA airlines; investors and funds.
- Format
- Online questionnaire of 20 questions, about 25 minutes, in Arabic, Chinese, English, French, Spanish and Ukrainian, with follow-up interviews.
- Fieldwork
- January to May 2027.
- Confidentiality
- Answers are confidential; only aggregated results are published. No country or company is named without consent.
- Results
- Planned presentation at the Article 6 Summit, Bonn, Friday 11 June 2027; built into The State of the Article 6 Carbon Market 2027 at COP32.

What can countries supply? Host governments and Article 6 authorities (DNAs) · 20 draft questions
- Does your country have an Article 6 authority, and since when?
- Which mechanisms do you intend to use: Article 6.2, Article 6.4 (PACM), Article 6.8?
- Has your country adopted an authorisation framework and a template letter of authorisation?
- How many activities have you authorised, or expect to authorise, by 2030?
- What volume of mitigation outcomes do you expect to authorise for transfer, 2026–2030 (MtCO₂e)?
- What share of mitigation outcomes will you keep towards your own NDC?
- Which sectors will supply them (energy, transport, forests, cookstoves, waste, industry, removals)?
- Does your country hold verified REDD+ results that could become ITMOs (Art. 5.2 to 6.2)?
- Do you plan to sell sovereign or programme-level ITMOs directly, government to government?
- Which buyers are you negotiating with, or would you prefer (governments, CORSIA, companies)?
- What price range do you consider fair for an authorised, adjusted tonne?
- How will you use the revenues (budget, NDC investment, debt service, share of proceeds)?
- Do you have a registry, and how will you apply corresponding adjustments?
- Would you find an Article 6 Academy useful, and would you participate?
- What are your main barriers to the first transfer?
- Which capacity-building support would help most (legal, MRV, registry, pricing, finance)?
- Would pre-finance, ITMO funds or guarantees help you bring supply to market faster?
- How do you ensure environmental integrity and sustainable development benefits?
- How many people work on Article 6 in your authority, and how many do you need?
- Would you take part in the Article 6 Summit in Bonn on Friday 11 June 2027?
